J. Franklin Hall

Frank Hall is a partner and deputy portfolio manager at Elizabeth Park Capital Management.

With nearly 20 years of public company CFO experience, Frank’s expertise spans equity and debt capital markets, investor relations, mergers and acquisitions, acquisition integration, treasury management, investment portfolio management, wealth management, asset and liability management, and strategic planning. He has successfully led initiatives in reinsurance, asset purchases and sales, financial planning and analysis, and FDIC-assisted transactions.

Before joining Elizabeth Park, Frank served as the Executive Vice President and Chief Financial Officer of Radian Group (NYSE: RDN), a leading private mortgage insurance company headquartered in Wayne, Pennsylvania. During his tenure, he was instrumental in transforming Radian's capital structure and returning the company’s debt rating to investment grade.

Frank also served as the Executive Vice President, Chief Operating Officer, and Chief Financial Officer of First Financial Bancorp (Nasdaq: FFBC) headquartered in Cincinnati, Ohio, where he guided the company through the Global Financial Crisis and led multiple growth initiatives and transformational acquisitions via FDIC receivership.

Frank is a CPA (inactive) and holds a bachelor’s degree in finance from Miami University (Oxford, Ohio) and a master’s degree in business administration from Xavier University (Cincinnati, Ohio). He began his career with Ernst & Young in Portland, Oregon, and later worked for U.S. Bancorp (formerly Firstar Bank) before joining First Financial Bancorp. Frank serves on the Audit Committee of UC Health in Cincinnati and is a former Trustee of the Cincinnati Ballet and Advisory Board member of the Cincinnati Museum Center.
